ABOUT THE PROJECT
RESIZE – Reshaping Correctional Competencies through RESCALED Innovation: for current and future workforce adaptation based on profiles of competencies, recognition of prior learning and micro-credentials
RESIZE: Reshaping Correctional Competencies through RESCALED Innovation: for current and future workforce adaptation based on profiles of competencies, recognition of prior learning, micro-credentialing and certification, following correctional systemic changes in Europe. The aim of our project, titled “RESIZE: Reshaping Correctional Competencies through RESCALED Innovation,” is to establish a transformative framework for correctional systems across Europe.
This framework emphasizes small-scale, community-integrated detention houses and seeks to upskill practitioners in alignment with the RESCALED initiative. By fostering an ecosystem, creating quality curricula, and implementing regional Pacts for Skills, the project aims to enhance the competencies of current and future correctional professionals.
PROJECT ACTIVITIES
- To Create a European Blueprint of the Correctional Ecosystem: Develop a comprehensive overview of the correctional
ecosystem across European countries, identifying key stakeholders, institutions, and processes involved in correctional work. This blueprint will serve as a foundation for understanding the current state and identifying areas for improvement. - To Establish a EuropeanFramework of Competencies for the Correctional Workforce: Define a set of core competencies required for professionals working in correctional settings. This framework will outline the essential skills, knowledge, and attitudes needed to perform effectively in the field of corrections, ensuring consistency and quality across different countries.
- To Develop European Vocational Core Profiles: Create standardized profiles outlining the core skills and qualifications necessary for various roles within the correctional workforce regardless of the employer being within justice or other sector. These profiles will serve as reference documents for recruiting, training, and assessing professionals in the field, promoting mobility and exchange of expertise. The generic European Framework will be further developed into a minimum of 10 distinct profiles, looking how the competencies of the Framework are combined and adapted, and used, by identified members of the ecosystem. We will address competencies profiles for education, social work, mental health work, volunteering sector, addiction work, family support, medical work, psychological support, spiritual support.
- To Implement the EuropeanSkillsIndex for Correctional Competencies(ESI-CC): Develop a composite indicatorsimilar to the European Skills Index but tailored specifically to measure the performance / adaptation of correctional ecosystems’ upskilling and reskilling practices across European countries. The ESI-CC will provide insights into the strengths and weaknesses of correctional competencies, guiding policy interventions and resource allocation.
- Develop European Qualification Map Aligned with EQF and ESCO: Create a comprehensive qualification map for correctional working profiles, ensuring alignment with the European Qualifications Framework (EQF) and European Skills, Competences, Qualifications, and Occupations (ESCO), and correlated with European Vocational Core Profiles.
- Design Correctional Core Competencies Curricula: Develop curricula focused on specific learning outcomes for each
identified profile within the correctional workforce, in accordance with the European Vocational Core Profiles. - Establish Framework for Recognition of Prior Learning and Experience: Formulate a framework to recognize the prior
learning and experience of correctional professionals, enabling them to obtain credit for relevant skills and competencies acquired through formal or informal means. - Implement Credentialing and Certification System: Establish a formal credentialing and certification system to
recognize the achievement of specific competencies and qualifications within the correctional field, thereby enhancing opportunities for professional development and career advancement. - Develop comprehensive training modules covering various aspects of correctional work to enhance the skills and
competencies of the European correctional workforce. - Create blended learning resources, including online courses and interactive modules, to facilitate flexible and accessible learning opportunities for correctional professionals.
- Facilitate work-based learning opportunities within correctional facilities to allow participants to apply theoretical
knowledge in practical settings. - Establish specialized training tracks within Centers of Vocational Excellence (CoVEs) tailored to different roles within the correctional workforce and different employers, addressing specific skill sets and job requirements.
- Develop Regional Pacts for Skills involving ecosystem members to support the Qualification map and adopt the training modules.
- Establish a European Correctional Competencies Observatory with cooperation protocols and digital instruments for
workforce development analysis. - Develop a Micro-credentialing Catalogue for Vocational Core Profiles, integrating recognition of prior learning from
work-based learning opportunities, supported by a Micro-Credential Network model. - Propose policy proposals for Blueprint implementation mechanisms to implement Recognition, Validation, and Accreditation (RVA) supported by the European Learning Model (ELM).
